Deputy Minister Champion

The Deputy Minister (DM) Champion is appointed by the Clerk of the Privy Council.  The role of the DM Champion is to ensure that at the highest executive levels, the voice of managers is heard and profiled, while also providing the NMC with strategic advice and guidance.  The DM Champion chairs the ADM Advisory Board.

Christine Donoghue brings extensive public service experience to the Canada Revenue Agency.  She first joined the federal public service in 1984 as a senior fisheries officer at Fisheries and Oceans Canada.  She left the public service in 1987 to study law and later became a legislative advisor to the Government House Leader of the National Assembly of Quebec.  From 2005 – 2014, Christine served in Assistant Deputy Minister positions at Natural Resources Canada, the Canada School of Public Service, Environment Canada, and Policy Horizons Canada.   She joined the Public Service Commission in 2014 as Senior Vice President, Policy and became Acting President in February 2015.  In January of 2017, Christine Donoghue was appointed Associate Deputy Minister at Health Canada and in August, 2018, she was appointed the Deputy Commissioner of the Canada Revenue Agency.  

She has been the Deputy Minister Champion for the National Managers' Community since January, 2018.
